Hill, der damit die Endpunkte (Portland, Oregon und Spokane, Washington) der beiden von ihm kontrollierten transcontinentalen Eisenbahnen Northern Pacific und Great Northern zu verbinden gedachte. Die Aktion zielte vor allem auf den bis dahin von E.H. Harriman's Union Pacific und Southern Pacific dominierten Holzhandel im Staat Oregon. Baubeginn von Vancouver, Wash. aus ostwärts war 1906, gleichzeitig auch Aufnahme der Arbeiten an der Strecke Vancouver, Wash. nach Portland, Ore. einschließlich Bau der drei neuen Brücken über den Columbia River, den Oregon Slough und den Willamette River. Im Jan. 1908 wurde aus der Bahn die Spokane, Portland & Seattle Ry. 1909 war die 380 Meilen lange Strecke fertiggestellt.
