Im Gebäude der National Automatic Fire Alarm Co. in der „Fire Insurance Patrol Station Number One“ in Chicago richtete der Brandschutzexperte William Henry Merrill mit Unterstützung der Feuerversicherungsbranche 1895 ein Testlabor für elektrische Geräte ein, um eine von ihnen ausgehende Feuergefahr zu verringern. Die von der Versicherungswirtschaft begeistert aufgenommene Idee hatte er erstmals auf der Weltausstellung in Chicago vorgestellt.
