Aber die einheimische Bevölkerung war dagegen. Aber 1884 wurde dann die Folkstone Pier und Lift Co. gegründet, die die Erlaubnis bekam eine 800ft. lange Water-balance Cliff-Bahn zu bauen. 1885 wurde der Lift eröffnet. Zwei Passagierwagen für 15 Personen fuhren 164 ft.
