Der Goldrausch in Kalifornien 1849 führte zur Gründung der Hafenstadt San Francisco. 1890 baute die Hafenkommission die State Belt Railroad um die Waren vom Hafen zu den Warehauses und Eisenbahnen zu transportieren. Ab 1969 San Francisco Belt Railroad. Während des I. Weltkrieges wurde als Erfordernis für das Militär ein Eisenbahntunnel gebaut damit die Belt RR die Fort Mason Army Post transportieren konnte. 1917 fuhr die Bahn auch zur Presidio Army Base.
