Die Bahn wurde in das Bundesgesetz zur Schaffung der Union Pacific RR mit aufgenommen. Die zunächst 100 Meilen lange Strecke Atchison-Waterville, Kan. wurde von der Regierung mit der Schenkung von 187.000 acres Land und Zuschüssen in Form von Anleihen von 16.000 $ pro Meile gefördert. Die Betriebsführung hatte die Missouri Pacific Ry., 87,5 % des Kapitals der “Central Branch” besaß die Union Pacific Ry.
