Nach Errichtung der Japanischen Industriebank im Jahr 1902 konzentrierte sich die Hypothekenbank aber in der Folge in erster Linie um die Vergabe langfristiger landwirtschaftlicher Kredite und wuchs damit in die Rolle eines Instruments der Landwirtschaftspolitik der japanischen Regierung hinein.
