Seine Heliopolis sollte, wie die antike Stadt Heliopolis des Sonnengottes Atum, zum Zentrum einer weltweiten geistigen Erneuerung werden. 1905 begann Baron Empain Grundstücke für seine Traumstadt zu kaufen. 1907 gründete er eine AG, die seine Baupläne realisieren sollte. Bereits 1909 waren die ersten Strassenzüge mit bewohnbaren Häusern entstanden. 1909 gründete er die Heliopolis Palace Hotel S.A. Das prachtvolle Hotel öffnete im Dez. 1910 seine Pforten für die ersten Gäste. 1923 zählte die Sonnenstadt Heliopolis des Baron Empain bereits 17.000 Einwohner.
