Aber das Land versprach große Entwicklungschancen. Binnengewässer (die mehr als 4 % der Landesfläche einnehmen) und Sümpfe auf der völlig flachen, sich nirgends mehr als 80 m ü.NN. erhebenden Halbinsel Florida ließen die Binnenschiffahrt als das natürliche und oft einzig mögliche Transportmittel erscheinen. Mit dem ungewöhnlicher Weise von Süden nach Jacksonville im Norden fließenden St. Johns River an der Spitze waren 2.931 km der Flüsse schiffbar.
