Den Aufstieg zur Großmacht finanzierte Japan nach 1900 über die westlichen Kredite: Anleihen, aufgenommen in den Geldmetropolen New York und London, abgesegnet von den westlichen Politikern. Der Westen unterstützte gezielt die imperialistische Politik Japans, um das russische Zarenreich im Schach zu halten. Dank der Vermittlung des Präsidenten Th. Roosevelt, erhielt Japan 1905 die russischen Pachtrechte auf das chinesische Kwantung-Gebiet mit der südmandschurischen Bahnzone und die Südhälfte von Sachalin.
