Chr. ein römisches Kohortenkastell und vor 179 das Legionslager Reginum. 739 gründete der hl. Bonifatius hier ein Bistum. Zunächst karolingische Pfalz und seit Ludwig dem Deutschen bevorzugte Residenz des ostfränkischen Reichs, später bis Mitte des 13. Jh. Hauptstadt des Herzogtums Bayern. Versuche des Herzogs und des Bischofs nach 1200, die Stadtherrschaft zu gewinnen, scheiterten.
