Die ältesten Anlagen der Römerzeit waren Legionslager, aus denen eine Grenzgarnison mit Hafen und eine Zivilstadt hervorgingen. Ende des 3. Jh. wurde das Militärlager aufgegeben und die Zivilstadt mit einer Mauer befestigt, die die Grenzen des Stadtgebietes bis etwa 1800 bestimmte.
